District of Columbia does not permit LCV operation. Every other jurisdiction prohibits LCVs. The 1991 ISTEA freeze bars any state from adding routes or raising LCV weights, so a driver in a non-listed state cannot obtain LCV authority there at all — tell them that rather than sell them a practice test.
